
There had been ladder matches before, and there have been tons after. But if you ask a fan who was watching wrestling before the "attitude era" which one was the greatest, they'd undoubtably tell you that it was HBK Vs. Razor Ramon at Wrestlemania 10.
For months, these two had been feuding. Shawn had been stripped of the Intercontinental Title due to not defending the title within the required 30 day period (in reality, he was having a contract dispute), and Razor won a battle royal and a match against Rick Martel to become the new champion. When HBK came back, he brought his old IC belt with him, claiming to be the real champion.
This lead to a series of battles between the two, although none of them were officially matches. Shawn's then-bodyguard, Diesel, lent a hand in the beatings, but would be a non-factor in the big match itself. When it all came down, this match was second to last on a star-studded card, and it more than stole the show: it OWNED it.
Insane bumps, great psychology, and just awesome overall wrestling from these two real-life friends gave fans a match that they will never forget. Jeff Hardy can hit all the Swanton Bombs he wants off of a ladder, but they'll never top the first time Shawn dove off to hit a regular splash on Razor. That's what makes this match the best: it was really the first time that a match like had ever been televised, and it featured two great workers that were willing work their asses off to please the fans.
With Shawn all tied up after an awesome bump from the ladder, Ramon finally grabbed both belts and became the undisputed champion. The fans showed great appreciation for this match, and still do to this day. No matter how "big" they were beforehand, this match MADE both men's careers, and many believe it was the start of Vince McMahon realizing that the main eventers didn't have to be muscle-bound politicians with terrible workrates.
There had never been a match like it beforehand, and I doubt there will ever be one like it again. It was new, it was exciting, and it is legendary. Only the first HIAC can even rival the greatness of this gimmick match, and even then, it's not that close of a race. For all of their bad contributions to the wrestling world, Shawn Michaels and Scott Hall will forever be pardoned for giving us this match.

Probably the best match I'd ever seen until the Benoit/Jericho Ladder match from... hmm... was it the Royal Rumble? Whichever... I couldn't stand Michaels, and was astounded at the pounding these guys gave each other, before "Hardcore" was everyday terminology. This thing shattered the barriers and gave me as many mouth dropping spots as I could handle. For what Bret and Owen had done earlier in the night, this just overshadowed it.
